Important Update for RWS Customers
We have commenced a review of Rural Water Service (RWS) and would like to provide some advance notice of changes ahead that will impact some RWS Customers.
From July next year a new Tier 4 in our pricing structure will apply to RWS Customers who use in excess of 3,000 kilolitres (kL) of water per year.
Why are we doing this?
RWS is a non-Member non-potable water service provided by Harvey Water, intended for small landholders requiring up to 1,000 kilolitres (kL) p/a for stock or garden water (as per the RWS Customer Service Charter).
The average consumption by RWS customers is currently 1,200 kL per annum, a few outliers consume significantly more than this.
As we face the realities of our drying climate including reduced inflows to catchment dams, our Co-operative Members face seasonal allocations. This year Harvey and Waroona Members are restricted to 50% of their water entitlement.
Commencing 1 July 2026, Tier 4 pricing will apply to RWS customers that use more than 3,000kL per annum each year. Tier 4 will be approximately twice the cost of the current Tier 3. In subsequent years, price increases will target users exceeding 2,000kL, then 1,000kL.
Our aim is to bring average RWS water usage down. The new pricing structure will encourage sustainable water use across RWS and has the same water-saving goals as the seasonal allocations for Members.

Ways to reduce your usage (and your bill)

- Increase winter rainfall storage – install tanks
- Smart outdoor watering - water gardens early morning or evening to reduce evaporation
- Reduce watering days and/or times
- Find and fix leaks promptly
